On 20 June 2003 the then Secretary of State placed a statement in the House of Commons referring to the future management of the Highways Agency network in England and specifically to the publication of the ACPO (Association of Chief Police Officers) and Highways Agency roles and responsibilities report. The Roles and Responsibilities Review recommends an increase in Agency involvement in carrying out the network operator role.
