Regional Network Reports
Regional Network Reports
The new, 2008, editions of the Regional Network Reports (RNR 08) are now available. They have been produced by the Network Strategy teams within the Highways Agency’s Network Operations Division. There is one for each of England’s nine Government Office regions. Each report is a summary of regional characteristics and the current and future predicted performance of the Strategic Road Network. They also contain background information about relevant planning and other considerations that provide a policy context.
The reports have been developed in response to the announcement in the Government White Paper ‘The Future of Transport, a Network for 2030’ in which regional planning bodies were asked to recommend to the government their priorities for transport, housing and economic development. They provide operational Strategic Road Network information to help the planning bodies make their decisions. They also show how alternative investment decisions may have considerably different impacts on the service provided by the network. The aim is to assist policy decisions that will minimise pressures on the road network.
Beyond the regional planning context, the RNR is a useful source of information for other regional partners. By detailing the current performance of the network it can be used to examine how forthcoming proposals such as airport and seaport expansion will impact on network performance in the future.
A compendium document, the new National Network Report (NNR 08) can also be accessed. This provides similar policy, planning and network information at a national (England) level, and can used with the Regional Reports to give a full picture.
The new version of the reports include several innovations, in particular more local travel information, and extended network coverage giving some information about the wider transport system. Further editions may take these initiatives further, in line with the policy direction set out in Towards a Sustainable Transport System. This work could be comprehensive enough to reflect future government initiatives on matters such as climate change and congestion charging.
Readers should note that an interim update of the Reports will be issued in the next few months. This will include information about major schemes in the light of the expected Government announcement, and also include details of the 15 Eco-towns that came to late for inclusion in the current documents.
