A Sustainable Approach
Circular 2/2007 reinforces the agency's approach to mitigating the transport impacts of development. We will seek to apply the following solutions iteratively:
- Impact avoidance through Sustainable Location
- Impact Minimisation through realistic Travel Plans
- Access management
- Capacity enhancements as last resort and only where compatible with suitable principles.
Wherever possible we will seek to implement measures that manage the demand and impact on the strategic road network created by proposed developments, before improvement works are considered.
Any improvement works will be geared to managing the impact of additional road users and maximising the use of available road capacity (i.e. traffic control measures). The use of improvement works to create additional road space will only be considered after other options have been implemented, and then only in exceptional circumstances.
Agreements for the private-sector funding of works on the strategic road network are made under section 278 of the Highways Act 1980 and advice on the application of the section 278 process including the steps which will need to be taken by the developer and others is set out in 'Guidance on Section 278 Agreements'. Guidance is also available for Local Authorities on Section 274 Agreements to mitigate the impact of development on the road network.
