Traffic Operations Action Spreadsheet

Introduction

In June 2007 the TIM bulletin provided information on the National Actions Spreadsheet. This is a related article to provide assistance in completing the Traffic Operations Actions Spreadsheet (TOAS) after incident cold debriefs.

AMM70/06, TOAS, RAS & NAS – What are they?

In May 2006 AMM 70/06 - Post Incident Cold Debrief Process was issued by the Highways Agency. This requires cold debriefs to occur after significant incidents to ensure lessons are learnt and best practice identified. The Highways Agency’s Area Performance Teams (APTs) are responsible for ensuring that the TOAS is completed after a cold debrief has taken place.

TOAS is a spreadsheet summarising the action points from debriefs held by the Area Team. This information is then compiled to form the Regional Actions Spreadsheet (RAS) and subsequently the National Actions Spreadsheet (NAS).

Achieving consistency across England

As information gathered through the cold debrief process is used both regionally and nationally it is important that TOAS is compiled in a uniform and consistent manner. There may be issues raised in the one region which are nationally relevant but without a consistent approach the lessons learnt may not be fully realised.

To help those who compile TOAS complete it in a consistent manner the TIM Programme has compiled an example sheet (PDF 21KB), please follow the link for further information. This explains what information is placed in each field along with three example rows. This may be slightly different compared to current local arrangements but will provide a consistent national approach.

Items which should go on to TOAS include:

  • Issues that require local level resolution
  • Issues of regional or national relevance
  • Lessons learnt
  • Good practice identified
  • Significant health and safety concerns

What is all the information used for?

The TIM Programme uses the NAS, RAS and TOAS to identify trends, issues and future TIM Bulletin articles. TOAS is an important communication tool to ensure the TIM programme targets the key issues. Diversion routes, recovery and airwave are all issues recorded on TOAS which the TIM Programme is now working on.

Good quality debriefs in accordance with AMM70/06 followed by completion of the TOAS document will help the HA and its partners to continually improve their incident management capability. Remember - 25% of all congestion on the HA network is related to incidents.
