Cold Debrief Good Practice Document

This article is the first of several articles on Cold Debrief Good Practice. It is not formal guidance and does not have to be used but it does contain all the latest good practice and aims to improve the cold debrief process.

Why do we need this document?

The Traffic Incident Management (TIM) team has identified that cold debriefs are carried out differently across England and the subsequent information contained within the Traffic Operations Actions Spreadsheet (TOAS) is also variable. This leads to problems in identifying trends and getting the maximum benefit from the cold debrief process.

The document is a single point of reference that does not supersede AMM 70/06 in any way. It aims to compliment the AMM by bringing together all the good practice that has been established across the Highways Agency over the past three years!

This document will help make cold debriefing more effective, generating actions that will result in better incident management and reduced congestion.

What is in the document?

There are six sections of the document.

  • Introduction and reasoning behind the document
    This gives an outline of the document and explains how it should be used
  • The TIM Team's Guide to Cold Debrief Good Practice
    This is the main section of the document. It provides hints and tips for a successful cold debrief. For readers of the TIM Bulletin you may recognise some of the text from previous articles.
  • A Standard Agenda
    This is an amended version of the suggested agenda in the AMM. It has had one slight addition - to recap and agree the actions placed on the actions sheet.
  • Actions Sheet
    This is a new TIM Team innovation to help the transition from cold debrief to TOAS. This simple A3 sheet is designed to mirror the TOAS so that actions noted at the cold debrief on it are in the correct format to go directly into TOAS. It even has the notes on what information to put in which field on it.
  • TOAS Good Practice
    Again for readers of the TIM Bulletin this will be deja-vu. This featured in the July 2007 article on TOAS. This should clarify any problems when inputting your information into TOAS.
  • The TIM Bulletin Leaflet
    This is to allow the existence of the Bulletin to be publicised at the cold debrief as it is important to widen its readership as much as possible. The TIM Bulletin Leaflet has been included to allow it to be printed and subsequently distributed during the cold debrief.
