Highways Agency Pre-Qualification Pack

FOR INFORMATION: 

The Highways Agency will be  incorporating the core question sets of PAS91 and OGC Procurement Policy Action Note20/10  into our current pre-qualification processes from 1 March 2011.

PAS91 and OGC Procurement Policy Action Note 20/10 are two similar initiatives focussed on streamlining and simplifying the public procurement process for suppliers. Both concentrate on implementing a standard core set of pre-qualification questions for use in both above and below OJEU threshold procurements. The core questions cover legal status, economic and financial standing and elements of technical and professional ability. Both initiatives are being mandated across government.

The aim of the pack is to make the pre-qualification process as transparent, simple and consistent as possible. It will generally be used for all highways construction and maintenance contracts. Other forms of pre-qualification may be used for other contracts.
The OJEU Contract Notice will give details of who to contact for the contract specific Pre-Qualification Pack (PQP) and further details about requirements being used in the pack:

  • PQP documents 1.1 (Legal & Financial Capability), 3.1 (Health & Safety Capability) and 4.1a (Technical Capability) are covered in Section III.2.3 of the Notice, including a list of questions showing minimum technical ability requirement.
  • PQP docs 5.1 (Added Value) and 6.2 & 6.3 (Past Performance Data & Relevance) are covered in Section VI.3 of the Notice.

Please note - any banked scores prior to 1st April 2011 are no longer valid (previous Reference Contracts banked before this date can be re-submitted using the new pack, there is no need for the Client to re-sign).
