Guidance for One-off CAT3 Assessments

We will only consider assessing a supplier who wishes to work directly with the Highways Agency on contracts that require a CAT3 score.

The timescales for one-off CAT3 assessments (for suppliers who have not been assessed before) are often very short.  This guidance document lays out the key steps and the critical timings, and identifies the preparation that can be done in advance, to enable the supplier to be fully prepared for the assessment visit.

Identify CAT champion. Read CAT3 process documents (HA website). Start pulling material together for Part 1 and Part 2 documents (see process guidance pages 5 and 6).

Meeting between supplier and HA

As soon as possible after declaring interest in CAT3 HA and supplier agree to carry out CAT3 assessment, and agree visit date. This meeting kicks off the CAT3 process.
Senior assessor appointed by the HA. Senior assessor and CAT champion agree key dates. Part 1 document can be completed and submitted ahead of briefing.

Briefing workshop

Ideally 8 weeks before visit. Absolute minimum 5 weeks before visit (assumes Part 2 document is already being drafted). Ensures supplier understands CAT3 process, knows what is required to prepare, and what to expect in the visit. Briefing (1½ days) held on supplier premises, with 3 to 4 participants.< /TD>
Prepare/finalise part 2 submission. Start discussing and drafting outline visit plan with senior assessor.

Submit Part 2 document

Minimum 3 weeks before visit
Assessment team prepare.

Planning meeting

2 weeks before visit Assessment team meet. CAT champion and senior assessor agree visit plan and outline itinerary.
Agree visit itinerary. Arrange visit logistics for team.
