Highways Agency Health and Safety Assessment Certificate
The assessment process is designed to ensure that an organisation’s Safety Management System is adequately aligned to the Highways Agency (HA) corporate objectives with regard to Health and Safety. Our aim is to ensure that suppliers can demonstrate adequate resource and commitment to effective safety management both at organisational and operational level.
The HA Health and Safety Assessment Certificate can be used as part of an Expression of Interest (EOI) to satisfy Health and Safety requirements stated in an OJEU Contract Notice. The Certificate is mandatory for Managing Agent Contractor (MAC) and Early Contractor Involvement (ECI) contracts. For suppliers regularly expressing an interest in TechMAC, Engineering & Construction Contract (ECC) and Works Frameworks contracts it is recommended that they take part in the assessment programme.
Suppliers who do not hold a valid HA Health and Safety Assessment Certificate are still able to express an interest in HA contracts. They will usually be required submit their full Company Health & Safety policy and records for assessment. For contracts advertised via OJEU Contract Notice requirements will be stated in Section III.2.3(c) and any specific questions are set out in document 3.1 of the Pre-Qualification Pack (PQP).

The date for the next round of assessments has not been finalised, but is not likely to be until late 2009 at the earliest and we will be reviewing the assessment process ahead of this. Therefore the 2007-2008 certificates will be valid until the completion of any future assessment programme.
