Regional Funding Allocations
As part of the 2004 Spending Review, the Government announced that it would be examining new ways to integrate transport, economic and spatial development strategies in each of the English regions. This aims to give regions the opportunity to feed into future spending decisions and show how their priorities for their region can be better aligned to form a coherent, credible and strategic vision for the region.
Following Devolving Decision Making: A Consultation in Regional Funding Allocations published in December 2004, the Government announced on 21 July 2005 that it intended to go ahead with the proposals. As part of this, guidance for the regions on preparing effective regional advice for submitting to Government has been provided. Further details of the arrangements can be found at the following websites:

Categorisation of the Strategic Road Network
For the purposes of regional funding allocations, the strategic road network in England managed by the Highways Agency has been divided into two categories (see map and statement from the DfT). Major schemes on routes of strategic national and international importance will continue to be funded from national transport budgets. Major schemes on other routes of predominantly regional importance will be subject to regional advice on priorities, under the process set out in the document 'Regional Funding Allocations - Guidance on preparing advice' (see link above).
A note on the categorisation of routes and a map showing the categories are attached.
