Asset Support Contract (ASC) - MCDs

The Highways Agency has developed a new Asset Support Contract (ASC) for maintenance and improvements to motorways and trunk roads in England.

The ASC will replace the existing arrangements, known as Managing Agent Contractor (MAC) contracts, which currently form the basis of maintenance agreements on most parts of the Agency's network.

The new contract is expected to deliver substantial savings over the current arrangements and will help to achieve the Government's commitment to reducing the budget deficit over the lifetime of this parliament.

ASC is currently being used to retender the Area 2 contract, which covers strategic roads in much of the south west of England, and the Area 10 contract which covers parts of the north west.  These contracts are due to be awarded before the end of the financial year.

Asset Maintenance and Operational Requirements (AMOR)

The Asset Maintenance and Operational Requirements (AMOR) document below provides the Highways Agency's mandatory requirements for the delivery of routine maintenance and operational service within the Asset Support Contract. The AMOR has currently been developed for Areas 2, 10 and 6. This newly developed document is the replacement for the Highways Agency's current Routine and Winter Service Code and Network Management Manual (RWSC & NMM) in use by incumbent Providers. The AMOR represents a shift to a more outcome based approach, to encourage efficiency savings for the Highways Agency and innovation by the Provider, with no compromise to safety.
