National  Category Management: Pavement and Concrete Framework  The provision of pavement structures and concrete materials in accordance with the Highways Agency's (HA) standards and specifications and/or approved departures using an enabled framework. This contract will allow a collaborative approach to be introduced across the Agency for the benefit of its schemes where there is a pavement or concrete requirement. The contract will require suppliers to contribute to the design of the pavement structures and to support improvements in quality, price, buildability, sustainability and efficiency for pavement structures and concrete.

National  Specialist Project Services (SPS) Framework 

 Lot 1: Development and Review of Policy & Operational Services- The development of procedures and specifications of policy and the improvement of the Highways Agency's supply chain and internal delivery team's capability in the use of Lean and Lean related tools and techniques.

Lot 2: Interview Data Collection, Processing and Management- Collection/capture, processing and management of a wide range of statistical information, including public consultation.

Lot 3: Post Implementation Evaluation- The review of schemes, projects, policies and programmes after implementation to ascertain aspects of outturn performance such as value for money, success against project objectives, benefits realisation and accuracy of appraisal or scope of impacts.

Lot 4: Asset Data Capture and Production- The capture of asset data in accordance with various HA specifications and production of required output deliverables from the data.

 National Strategic & Emergency Salt Supply Framework 

 The Strategic and Emergency Salt Supply Framework is to provide an additional source of road salt to increase the UK's salt stock resilience, to ensure the continuity of road salt to increase the UK's salt stock resilience, to ensure the continuity of road treatments during severe winter weather.

 National  Category Management: Temporary Traffic Management Framework

 The provision of temporary traffic management (TM) services in accordance with the Highways Agency's standards and specifications and/or approved departures using an enabled framework. This contract will allow a collaborative procurement approach to be introduced across the Agency for the benefit of all schemes where there is a traffic management requirement. The contract will require suppliers to contribute to the design of traffic management to support improvements in quality, price, safety and efficiency of traffic management provision. Suppliers will work with the Agency and first-tier suppliers to achieve best value in design and delivery. The Temporary Traffic Management Category includes:

- The installation, maintenance and removal of static temporary traffic management measures on motorways and high speed dual carriageways for schemes incorporating contrflow operations and/ or temporary road markings, in accordance with National Highways Sector Scheme 12A.

- The installation, maintenance and removal of static temporary traffic management measures  on motorways and high speed dual carriageways for schemes NOT incorporating contraflow operations and/ or temporary road marking, in accordance with National Highways Sector Scheme 12B.

- Mobile lane closure traffic management on motorways and other dual carriageways, in accordance with National Highways Sector Scheme 12C.

- Installing, maintaining and removing temporary traffic management on rural and urban roads, in accordance with National Highways Sector Scheme 12D.

- The provision of temporary barriers, temporary road markings, safety cameras and other deliverables where required.

National Asset Support Framework North & South  

The contract coverage includes those surfacing works, bridgeworks, technology related works, highway maintenance, strengthening and improvement works, and general roadworks that will not be delivered via other contracts.
The contract will be structured as a single framework in two lots (one lot for ASF North and one lot for ASF South). In both instances, bidders will be able to bid for either one or both frameworks or lots (as appropriate).

ASF North - Main Site or location of works Highways Agency Maintenance Areas 7,9,10,12,13,14 (Midlands and North England) and the local authority networks wholly or partly in those Areas and the option to instruct work on HA DBFO routes. 

ASF South - Main Site or location of works Highways Agency Maintenance Areas 1,2,3,4,6 and 8 (East, South East and South West England), the local authority networks wholly or partly in those Areas and the option to instruct work on HA DBFO routes (including HA area 5).

It is envisaged that ASF framework contractors will make use of the Highways Agency's enabled Category Management Frameworks as they become available.
