The provision of temporary traffic management (TM) services in accordance with the Highways Agency's standards and specifications and/or approved departures using an enabled framework. This contract will allow a collaborative procurement approach to be introduced across the Agency for the benefit of all schemes where there is a traffic management requirement. The contract will require suppliers to contribute to the design of traffic management to support improvements in quality, price, safety and efficiency of traffic management provision. Suppliers will work with the Agency and first-tier suppliers to achieve best value in design and delivery. The Temporary Traffic Management Category includes: - The installation, maintenance and removal of static temporary traffic management measures on motorways and high speed dual carriageways for schemes incorporating contrflow operations and/ or temporary road markings, in accordance with National Highways Sector Scheme 12A. - The installation, maintenance and removal of static temporary traffic management measures on motorways and high speed dual carriageways for schemes NOT incorporating contraflow operations and/ or temporary road marking, in accordance with National Highways Sector Scheme 12B. - Mobile lane closure traffic management on motorways and other dual carriageways, in accordance with National Highways Sector Scheme 12C. - Installing, maintaining and removing temporary traffic management on rural and urban roads, in accordance with National Highways Sector Scheme 12D. - The provision of temporary barriers, temporary road markings, safety cameras and other deliverables where required. The contract coverage includes those surfacing works, bridgeworks, technology related works, highway maintenance, strengthening and improvement works, and general roadworks that will not be delivered via other contracts. ASF North - Main Site or location of works Highways Agency Maintenance Areas 7,9,10,12,13,14 (Midlands and North England) and the local authority networks wholly or partly in those Areas and the option to instruct work on HA DBFO routes. ASF South - Main Site or location of works Highways Agency Maintenance Areas 1,2,3,4,6 and 8 (East, South East and South West England), the local authority networks wholly or partly in those Areas and the option to instruct work on HA DBFO routes (including HA area 5).
It is envisaged that ASF framework contractors will make use of the Highways Agency's enabled Category Management Frameworks as they become available.
