Procurement Strategy

Achievements to date

The HA has made considerable progress since its first strategy document was launched in 1997. The new strategy will build on the successful initiatives and pilots which have been implemented since then and which include:

  • Design and build contracts used for all major improvement schemes. The ECC contract now used for nearly all other works contracts;
  • The first "early design and build" contract awarded on the A500 Stoke pathfinder project;
  • Project partnering arrangements applied to major contracts;
  • Improved dispute resolution procedures and reduced numbers of disputes;
  • Most new contracts awarded on the basis of quality and price;
  • New forms of maintenance contract implemented including the first single point supply Managing Agent Contractor (MAC) contract;
  • Framework contracts introduced for regional works projects and design services;
  • New payment mechanisms linked to the level of service to road users introduced into new private finance DBFO contracts;
  • A Construction Management framework successfully piloted to assess the benefits of an integrated supply chain and the measurement of actual costs;
  • A new supplier database implemented together with improvements to supplier performance reporting procedures.
