Our Business Areas

The Highways Agency is managed by a Board, which comprises our Chief Executive and six executive directors. Each director is responsible for their own business area.

Network Delivery and Development Directorate

Network Delivery and Development (NDD) Directorate is responsible for planning, developing and maintaining our assets on the strategic network to provide safe and reliable journeys for our customers.  The directorate sets the vision for how our network should develop and manages our supply chain contracts in an intelligent, effective and efficient way.

Working with local authorities, regional development agencies, government offices and other stakeholders, the directorate undertakes spatial planning and planning of major schemes to support growth and development across our seven regions, which are aligned with the government office regions.

The directorate also maintains and operates the strategic road network to provide safe and reliable journeys for our customers. Our people manage the performance of each of our routes, develop solutions to improve journey reliability times and shape and exploit innovations in road technology.

Traffic Management Directorate

Traffic Management Directorate (TMD) contributes to the Agency's vision to be a world class road operator by providing real-time services to customers using the network. This includes the provision of traffic information, managing traffic flows and responding to incidents.

Operationally the directorate is made up of the Traffic Officer Service, through seven Regional teams and our traffic information services, based at the National Traffic Operations Centre near Birmingham. Our people play a vital role in keeping traffic moving and improving safety on our road network while reducing incident-related congestion and helping the Agency to meet its journey time reliability and safety targets.

The directorate also incorporates the Highways Agency Information Line, our National Incident Liaison Officers and its own support functions, such as the Operations Support and Development team and the dedicated Traffic Learning Centre.

Business Services Directorate

Business Services Directorate is responsible for developing strategies and policies to enable the Agency to secure and retain a motivated workforce with the necessary competencies to provide an efficient service to its customers.

Business Services Directorate provides the HR specialist expertise, people development and business information systems necessary to support the Agency's business. In addition, the directorate provides internal and external communications including exhibitions, graphics, Highways Agency website, Portal, (intranet) and the knowledge centre.

Major Projects

The Major Projects (MP) Directorate is responsible for delivering schemes over £5 million including the Government's Programme of Major Schemes and large maintenance projects.

During the life cycle of a project, Major Projects Directorate procures the services of consultants and contractors to develop value for money proposals. The authority to buy land and amend the highway is also secured.

Throughout construction the Major Project teams measure the contractor's performance to ensure quality is maintained and standards are met. Once construction of an improvement to the road has been completed, Major Projects is responsible for ensuring financial closure of the project before handing it over to the Network Delivery and Development (NDD) Directorate.

Network Services

Network Services (NetServ) Directorate is responsible for supporting the operational delivery of our road network as well as being the Agency's interface with the Department for Transport. The vision statement for NetServ is "Helping the Agency see the future whilst supporting it today".

Key priorities include supporting world class operational delivery through technical advice, strategic procurement and support services. The Directorate also strives to lead and catalyse the development of the future direction of the Strategic Road Network and agree business planning and performance.

Finance

The Finance Services (FS) Directorate is responsible for the business and financial control in the Agency, as well as making sure appropriate corporate governance, stewardship and risk management processes are in place. FS also monitor and ensure propriety and value for money in the Agency's work..
