Visitors to the huge Euro Tow Show at Telford in June got the low down on the Highways Agency's plans to extend the work of their new Traffic Officers and take on emergency removal powers from the police.

The proposals are set to go out for public consultation but were anticipated in the 2002 agreement between the Association of Chief Police Officers (ACPO) and the Highway Agency which paved the way for the launch of the first regional Traffic Officer Service in the West Midlands in 2004 and subsequently to the rest of England.

At the opening day of this year's Euro Tow Show on Thursday 28 June 2007, Philippa Lingard, a member of the Highways Agency's National Engagement Team presented the proposals to a large audience representing the industry.

Philippa explained the work of the Highways Agency's National Vehicle Recovery Project team which is delivering a service in line with the original agreement with ACPO.

She also outlined the Highways Agency's ideas of a National Vehicle Recovery Manager to work with Vehicle Recovery Operators to deliver the service - with the benefits of competitive dialogue, providing quality as well as price benefits, key to achieving this.

Philippa also participated in a question and answer session at the end of her presentation, giving reassurances about the forthcoming consultation and opportunities under the Traffic Officer Service.

Gary Bacon, project lead in relation to the NVRP project, said, "We have been talking to parts of the industry for some time but we found the Euro Tow Show event very useful as it enabled us to speak directly with a large section of the industry in one place at one time. And it gave us a chance to present a timely update on where we are with the project.

"We also hope that everyone attending went away feeling more informed about our proposals and that we were able to tackle any concerns."
