NTCC Procurement

NTCC Procurement

The £160 million NTCC Project was procured under the Government’s Private Finance Initiative (PFI). A ten year contract was awarded by the Agency to Traffic Information Services (TiS), a wholly owned subsidiary of Serco Integrated Transport, to deliver twenty defined services between March 2001 and August 2010.

The contract requires 20 distinct services to be delivered to specified standards in exchange for agreed sums of money. The PFI contractor is responsible for developing and delivering the specification using its own resources.

The 20 services are:-

  1. Collecting a description of the Agency network & its location references
  2. Collecting roadworks information
  3. Collecting planned events information
  4. Collecting unplanned events information
  5. Monitoring of traffic conditions
  6. Collecting weather information
  7. Collecting information about significant congestion
  8. Off-line development of strategic response to events
  9. On-line development of strategic response to events
  10. Off-line evaluation of strategic response to events
  11. Provision of information via VMS
  12. Provision of information via the telephone service and internet site
  13. Provision of information to the media
  14. Assistance to the Secretary of State with roadworks planning
  15. Supply of network management and statistics
  16. Provision of information to the Police
  17. Assisting Local/other Highway Authorities
  18. Operate the Traffic Control Centre
  19. Provide a tours and presentation facility at the Traffic Control Centre
  20. Administration of the Travel Information Highway
  21. Provision of journey times on VMS

3 new services are currently under development and will be available by Autumn 2007.  These are:-

  • Daily delivery of real-time traffic data
  • Provision of the Atlas Professional web service
