Material Resources and Waste
The construction industry in England uses around 400 million tonnes of materials every year generating around 90 million tonnes of 'inert' Construction Demolition & Excavation (CD&E) waste, with half of this recycled as aggregates, including at the site of production. Estimates in the Governments 2007 Waste Strategy for England suggest at least a further 20 million tonnes of non-inert and mixed CD&E waste is also produced annually. In the construction, maintenance and operation of the Strategic Road Network the Highways Agency plays a key role in the generation of CD&E waste through the activities of its supply chain, and as a consequence has sponsored research and development activity since 2007 targeted at driving down our contribution to this total . On-going activities by the Agency's Environment Group include:
- Working with the Waste and Resources Action Program (WRAP) to position the Agency to support Government Sustainable Construction commitments to reduce CD&E waste arisings by half by 2012.
- Developing guidance, support structures and training to deliver resource efficiency through the design, construction, operation and maintenance of the Strategic Road Network.
- Delivering the new Waste Annex to the Highways Agency's Memorandum of Understanding with the Environment Agency (see below)
- Working through our Service Providers and the Waste Champions community to deliver real, sustainable improvements in waste management on the Strategic Road Network.
- Influencing key sector polices and guidance to ensure that the demands and constraints of infrastructure design and management are accounted for (such as Defra's Construction Code of Practice for the Sustainable Use of Soils on Construction Sites).
Memorandum of Understanding with the Environment Agency
The Highways Agency develops strategic partnerships with other organisations to help improve co-operation, to share information and strategy, and to support each other's objectives. In line with this approach we have established a Memorandum of Understanding (MOU) with the Environment Agency to support effective working between the two Agencies.
