How long is the new contract for?
The contract is 3 years, and may be extended by 2 periods of one year.
How will the NVRM be delivering their services?
The NVRM will be supported by a sub-contracted network of vehicle recovery operators working under contract to them. Sub-contractors will receive remuneration for their work in keeping with the Government Prompt Payment Initiative.
Are there safety standards set within the contract?
The Highways Agency is committed to the safety of all who use our roads. The contract therefore includes a number of provisions to protect the safety of those working on the Highways Agency's Network. The minimum requirement is Publicly Available Standard 43 (PAS 43, standards for safe working of Vehicle Recovery Operators), and working towards compliance with Sector Scheme 17b. Sector Scheme 17b is a Highways Agency initiative covering standards for training of vehicle recovery operators working on the Strategic Road Network.
Are there any performance levels to measure the supplier against?
Performance will be monitored under the contract and there are provisions for achieving best value and continuous improvement over the contract term. For example, there is a target time for removal of a light vehicle from our network of 45 minutes in 90% of certain cases. A similar attendance time has been agreed for large goods vehicles. These targets are designed to support the Highways Agency's overall aim to reduce congestion and improve journey time reliability whilst also maintaining safety.
When will the new service be used?
The new powers and contract will be rolled-out in a phased, controlled and safe manner. The first service to go live is in the East Regional Control Centre Region in late January 2009. This will be followed by the South-East in February 2009. Roll-out is expected to be completed in Summer 2009.
What will happen if I have my own cover for breakdowns?
The Agency continues to encourage travellers on our roads to make their own suitable private arrangements should their vehicle become broken down or otherwise disabled. The introduction of this contract compliments that aim and vehicles will only be removed under the new Traffic Officers powers if this is reasonable in the circumstances at the time.
