Work Place Travel Plans

The Highways Agency seeks to promote alternative modes of travel to the car through the take up of work place travel plans.

A travel plan is a package of measures aimed at promoting sustainable travel within an organisation, with an emphasis on reducing reliance on single occupancy car travel. Measures to encourage cycling, walking and greater use of public transport are central features of a travel plan, as are incentives to encourage car sharing, and indeed, to eliminate the need to travel at all.

The Agency has a key role within the planning process to ensure large developments do all that they can to curtail the amount of vehicle traffic generated by such development through the submission and implementation of such plans. In many cases it will direct a local planning authority to ensure the travel plan is adopted as a condition of planning permission being granted. We regard this as an important tool in the battle to alleviate congestion on the motorway and trunk road network.

To demonstrate its commitment to travel plans the Agency works with existing employers to obtain unilateral adoption of travel plans. The local benefits of a travel plan might include:

  • A reduction in local congestion.
  • An improvement in localised air quality.
  • Economic benefits for the organisation.
  • Reduced staff stress caused by driving.
  • A healthier workforce.
  • Better recruitment / retention of staff.

Detailed information on Workplace Travel Plans and other initiatives that the Highways Agency are piloting / progressing to Influence Travel Behaviour is available in our Tackling Congestion section.
