Project Back­ground

The Agency has iden­ti­fied five tasks within the three strat­egy areas, which will under­pin the devel­op­ment of a for­ward strat­egy for noise from the SRN. These tasks are:

Project Objec­tives

The lead con­trac­tor will be respon­si­ble for deliv­er­ing each of the five tasks iden­ti­fied above no later that the dates set out in the indi­vid­ual tasks descrip­tions. The lead con­trac­tor will also be required to select the most appro­pri­ate per­son­nel to under­take the indi­vid­ual tasks. It should be noted it is unlikely that a sin­gle Frame­work con­sor­tium will be able to under­take all of the five tasks set out in this spec­i­fi­ca­tion, and there­fore it is expected that the lead con­trac­tor will select per­son­nel from across a num­ber of dif­fer­ent Frame­work con­sor­tia to under­take the five tasks.

Each of the tasks will deliver spe­cific items. In plan­ning the deliv­ery of HA doc­u­ments requir­ing Envi­ron­ment TPB approval, the lead con­trac­tor and con­trac­tors for indi­vid­ual tasks should assume that the Envi­ron­ment TPB meets every two months, and that draft doc­u­ments should be sent by email to the Envi­ron­ment TPB mem­bers four weeks before the Envi­ron­ment TPB meet­ing date. There are cur­rently two Envi­ron­men­tal Tech­ni­cal Project Board dates sched­uled for 2010, these being 7th Octo­ber 2010 (in HA Man­ches­ter office) and 7th Decem­ber 2010 (in HA Bris­tol office). Envi­ron­ment TPB dates beyond Decem­ber 2010 have not yet been set. It should be assumed that all 2011 Envi­ron­ment TPB meet­ings will be held in HA’s Bris­tol office


Project Sum­mary

The aims, require­ments and deliv­er­ables of each of the five tasks are set out below.

Envi­ron­men­tal Noise Direc­tive – umbrella task
The con­trac­tor for this task will be required to pro­duce guid­ance which will be used by HA Man­ag­ing Agents and DBFO com­pa­nies to under­take an ‘options appraisal’ at each of the ‘Impor­tant Areas with First Pri­or­ity Loca­tions’ (IAs with FPLs) iden­ti­fied by Defra on strate­gic roads. The con­trac­tor for this task will also man­age the lat­ter ‘options appraisal’ process on behalf of the Agency, ensur­ing it is com­pleted by the end of August 2011.

Fenc­ing
The con­trac­tor for this task will be required to rec­om­mend a future approach to fenc­ing of the Strate­gic Road Net­work, includ­ing changes to spec­i­fi­ca­tion require­ments and main­te­nance require­ments within MCHW Series 300, Series H draw­ings and Net­work Man­age­ment Man­ual. This task will be com­pleted by 31st August 2011.

Revi­sion of Cal­cu­la­tion of Road Traf­fic Noise (1988)
The con­trac­tor for this task will be required to deliver a revised Cal­cu­la­tion of Road Traf­fic Noise method­ol­ogy, to be pub­lished no later than 31st August 2011.

Revi­sion of HA 213/08
The con­trac­tor for this task will be required to deliver a revised HA 213 to the Agency, to be pub­lished no later than 31st March 2011. The con­trac­tor for this task will also be required to rec­om­mend longer-term amend­ments to HA 213 advice.

Revi­sion of HA 65/94 and HA 66/95
The con­trac­tor for this task will be required to deliver a revised envi­ron­men­tal bar­rier advice and spec­i­fi­ca­tion doc­u­ments to the Agency, to be pub­lished no later than 31st August 2011.
