Knowledge Programme

Between April and August 2008 the Research and Development (R&D) processes were reviewed by the Network Services (NetServ) Research and International group, supported by the Framework community and a number of senior HA staff . The review concluded with the development of a revised set of processes for the efficient delivery of knowledge that is valued by the business. The implementation of these processes began in 2009 with a transition period aimed at allowing familiarisation and testing of the processes ahead of full implementation.

The improved delivery processes resulted in the creation of the current Knowledge Programme, which comprises currently of 15 portfolios that have been developed to meet the knowledge needs of the Agency.

Objectives

The Knowledge Programme embraces revised processes which link together the identification of 'knowledge needs' with delivery of this knowledge on the ground.  The new approach:

  • Improves alignment of knowledge development with strategy through a 'top-down' approach.
  • Improves coordination of knowledge development by improving the links between knowledge needs, research and practice.
  • Improves communication and management of knowledge development by appointing a Knowledge Programme Leader (KPL) within NetServ, and Knowledge Programme Focal Points (KPFPs) in each of the other HA operational directorates.
  • Reduces the workload of NetServ specialists by streamlining approval procedures and increasing supplier involvement in managing Portfolios.
  • Reduces dependence on annual cycles by introducing 2 and 4 year cycles.
