Current Strategy

Highways Agency 4 Year Strategic Research Framework 2011-2015

The Highway Agency's Strategic Research Framework is based on the strategic knowledge needs of the Agency identified during the HA strategic Foresighting Project, carried out between April and November 2009. The Strategic Research Framework sets out a high level framework which will form the basis of the Highways Agency's Knowledge Programme and ensure that value for money is obtained from our research investment.

The strategic context for our Research Strategy is provided by:

  • DfT's strategic objectives and evidence and research policy.
  • HA's Strategic Plan (2010-2015).
  • Other Government policies and strategic goals impacting on the HA, for example on climate change and energy, economic growth, public service transformation and innovation.

The Foresighting Project identified nine critical issues or challenges facing transport operators globally:

  • Congestion
  • Emergencies / Natural Disasters
  • Energy, Environment and Climate Change
  • Equity
  • Finance
  • Human and Intellectual Capital
  • Infrastructure
  • Institutions
  • Safety

These nine issues are based on findings of a study by the US Transportation Research Board 'Critical Issues in Transportation' (2006, updated in 2009) and they have been adopted as the HA's new overarching Strategic Research Framework. The Knowledge Programme Portfolios have been designed to address the above issues for 2011/12.

The Strategic Research Framework sets out the following key recommendations:

  • New research will be undertaken to address the strategic knowledge needs identified from the Foresighting Project, for example in the areas of freight capacity/logistics, energy and emergencies and natural disasters.
  • Emphasis will remain on congestion, safety and environment/climate change but the proportion of funding allocated to asset management and maintenance will be increased.
  • A more coordinated approach to research collaboration with key partners and an increase in funding for collaborative work.
  • Research effort will focus of delivery in the short and medium term research in order to reflect the CSR period.
  • Longer term research will be considered if opportunities for a step change in operational performance and significant cost savings are identified.
