How We Commission Work

All Network Services (NetServ) projects are procured in line with the Agency's Procurement strategy. To find out further information on this, visit the Procurement pages in the 'Doing Business with Us' section of the main site. Before projects can be commissioned, all expenditure in Network Services above £15k must receive investment approval. Projects with a similar aim are grouped together into Portfolios and a Portfolio business case will be written to seek approval for the Portfolio investment, procurement routes and for a procurement officer to invite suppliers for the work.

In the context of an approved Portfolio business case, Project Sponsors in NetServ will then write specifcations and commission projects in a variety of ways, but will try to ensure best value by using existing framework contracts or investigating the possibility of collaborative procurement as described in their relevant Portfolio business case – The majority of work in the Knowledge Programme will currently be procured via the Technical Consultancy Arrangements framework where the following suppliers may be accessed (opens in PDF).
