A Highways Agency spokesperson said:
"Speed limits are put in place for safety reasons and safety cameras are there to enforce the legal requirement to comply.
"At the time of this incident the lighting to the sign was defective and the sign was not illuminated at night as it should have been.
"The Highways Agency has identified the cause as a damaged underground cable. The lighting has now been fixed.
"The Essex Safety Camera Working Group is investigating the situation and will proactively approach any members of the public who could potentially be affected."
