The Highways Agency is responsible for the motorways and major A roads in England.
A Highways Agency spokesperson said:
"Roadside litter is unsightly, and clearing it up from the roadside takes up valuable resources that could be used elsewhere on our network of motorways and major A roads. We want everyone to help us keep England’s roads clear by getting into the habit of keeping a bag in their vehicle to store their rubbish until they can find a bin for it. Our Bag it! and Bin it! campaign is encouraging road users to think before they throw litter out of their windows or near our roads and to bag it and then bin it.”
