What is Pri­vate Finance Initiative?

The Pri­vate Finance Ini­tia­tive (PFI) is a way of cre­at­ing “public-private part­ner­ships” (PPPs) that har­ness pri­vate cap­i­tal to fund pub­lic sec­tor infra­struc­ture. The use of the Pri­vate Finance Ini­tia­tive (PFI) for road pro­cure­ment was launched in 1992 with the aim of enabling closer co-operation between the pub­lic and pri­vate sec­tors. This part­ner­ship intro­duced pri­vate sec­tor exper­tise into the deliv­ery and man­age­ment of projects and ser­vices tra­di­tion­ally under­taken by the pub­lic sector.

Design, Build, Finance and Oper­ate (DBFO) projects

We for­mally launched use of Pri­vate Finance Ini­tia­tive to pro­cure a road ser­vice on parts of the motor­way and trunk road net­work in August 1994.
