Private Finance Initiatives - Design Build Finance and Operate (DBFO)
What is Private Finance Initiative?
The Private Finance Initiative (PFI) is a way of creating “public-private partnerships” (PPPs) that harness private capital to fund public sector infrastructure. The use of the Private Finance Initiative (PFI) for road procurement was launched in 1992 with the aim of enabling closer co-operation between the public and private sectors. This partnership introduced private sector expertise into the delivery and management of projects and services traditionally undertaken by the public sector.
Design, Build, Finance and Operate (DBFO) projects
We formally launched use of Private Finance Initiative to procure a road service on parts of the motorway and trunk road network in August 1994.
