How the database works

The Highways Agency Lands (HAL) database handles casework relating to our customers whose land or property is directly or indirectly affected by our road building programme.

HAL is used by individual Lands staff within the Agency and also by our external valuation firms who report back their negotiations on land purchase and compensation claims on our behalf. Internal Project Leaders also access HAL for information on scheme lands costs.

HAL produces and stores electronic records of correspondence sent out and contains financial and contact details of Lands casework on Acquisitions (Blight and CPO), Part I claims, Property Management and Disposal (sales).

HAL produces reports for Lands auditable accounts.  It has case/scheme estimating tools, it processes individual payments to customers and to our service providers, linked to our Oracle system.  

The HAL project is pursuing e-government efficiencies in correspondence and use of map-based data.
