Consultation on Planning and the Strategic Road Network and Guidance on Transport Assessments

This consultation concerns the revision of policy on the control of development affecting the Strategic Road Network (SRN) and the introduction of guidance on carrying out transport assessments of proposed developments. It seeks your views on 3 documents:

  • A new Circular on Planning and the Strategic Road Network, to replace Part 1 of DTLR Circular 4/2001, Control of Development affecting Trunk Roads and Agreements with Developers under Section 278 of The Highways Act 1980.
  • Revised Guidance on Agreements with the Secretary of State for Transport under section 278 of the Highways Act 1980, to replace Part 2 of DTLR Circular 4/2001, Control of Development affecting Trunk Roads and Agreements with Developers under Section 278 of The Highways Act 1980.
  • New Guidance on Transport Assessment.

The consultation on the revised Circular, Planning and the Strategic Road Network, and the Guidance on Agreements with the Secretary of State for Transport under section 278 of the Highways Act 1980 is being carried out by the Department for Transport (DfT). The consultation on the Guidance on Transport Assessments is being carried out jointly by DfT and the Department for Communities and Local Government (DCLG).
