The Project Control Framework
On 1st April 2008 we launched the Project Control Framework. The Framework sets out how we, together with the Department for Transport, manage and deliver major improvement projects.

Area 2
Area 2 encompasses the key routes (i.e. motorways and major trunk roads) within South West England, from Tewkesbury to Exeter and from Swindon to Wales. Working from our base in Bristol, our area includes sections of the M4 and M5, as well as the critical trunk roads A303 and A36. We are also responsible for both Severn Bridges.
The Area 2 Performance Team was the first in the country to sign the new Enhanced Managing Agent Contractor (EMAC) contract with our managing consultants, Balfour Beatty Mott MacDonald (formerly InterRoute). This means that rather than having an agent and a contractor, Balfour Beatty Mott MacDonald performs both roles, allowing greater efficiency and coordination. The contract is also more flexible so it can better reflect changes in the Highways Agency's aims and objectives and react to customer feedback.

Area 2 is responsible for over 1100 km (680 miles) of motorways and trunk roads.
We operate roads in ten counties and unitary authorities: Bath & North East Somerset, Bristol, Devon, Dorset, Gloucestershire, North Somerset, South Gloucestershire, Somerset, Swindon and Wiltshire.
The roads we are responsible for are:
- M4 (J15-23)
- M5 (J9-31)
- M32 (M4 J19 to J3)
- M48 (M4 J21 to J2)
- M49 (M5 J18a to M4 J22)
- A30/A303 (Honiton to Wilts/Hants boundary near A338 Junction)
- A4 from London road to Box roundabout
- A36 (Bath to M27 J2)
- A40 from M5 J11 Westwards to Herefordshire border
- A46 (M4 J18 to A4 east of Bath)
