The Project Control Framework

Land Ownership Enquiries

By operating, maintaining and improving the Trunk road and Motorway network, the Highways Agency has become a significant property and land owner across England. We have a Land Enquiries team to help customers who have questions about the ownership of land and buildings near to our roads. Our network map highlights the roads we are responsible for.

Before you ask us a question about our land ownership we ask that you contact the Land Registry to find out if the property you are interested in is registered with them. The Land Registry shows details of land and property ownership throughout the UK. The information they hold is available to the public and may answer your question without needing to contact us directly.  

If the land is unregistered or if it is registered to the Highways Agency - this may be land registered to the Secretary of State or Minister for Transport or Environment - and you still have a question, please download and complete a Land Enquiry Form:

Once you have completed the form, please send it together with the appropriate plan(s) either to our email address (if you have an electronic copy of the plan) or by post to our office in Manchester. The addresses are at the bottom of the page.

To help us to answer your question, it is important to provide all the information we have asked for in the form. Please also note that we will not be able to answer your question if you have not included a suitable plan. If you are interested in buying property, please also see the information about surplus land and the Crichel Down Rules. Please also note that, if the land is of low value and we agree to a sale, we often require the buyers to contribute towards our costs. 

Your enquiry will be treated with care and attention and we will aim to provide you with a full answer within 15 working days. If we cannot answer within this time, we will write and explain what we are doing to investigate your question and we will let you know when we will be able to give you a full answer.
