Post Opening Project Evaluation (POPE)

Following the opening of a road scheme, the Highways Agency (HA) undertakes an evaluation to see whether it has brought the benefits we anticipated and whether the other impacts of the scheme were as predicted.  We call this ongoing programme of evaluation POPE (Post Opening Project Evaluation).

POPE compares the costs, benefits and other impacts predicted at the appraisal stage with the ‘outturn’ effects.  We compare:

what the effects were thought to be when we made the decision to build the scheme
with
what was found to happen after the scheme opened.

So, for example, POPE looks at things like:

  • if we said that accidents would be reduced, is that the case?
  • if we said journey times would be quicker, are they now quicker? etc.

These comparisons allow lessons to be learnt about the effectiveness of the existing appraisal processes and hence lead to better decision making in the future.

The evaluation is undertaken on all HA projects in both the Programme of Major Schemes and Local Network Management Schemes (LNMS) programme.
