Post Opening Project Evaluation (POPE) of Local Network Management Schemes (LNMS)
What are Local Network Management Schemes (LNMS)?
These improvements to our network cost less than £5 million and are managed on an area by area basis. More information about area schemes is available on the managing our network page.
What is included in POPE for LNMS?
For POPE, LNMS are split into two categories for evaluation:
- ‘Large LNMS’ are those which cost between £1 million and £5 million to implement. (Anything costing more than £5 million is a ‘Major Scheme’)
For large LNMS the approach is similar to that for Major Schemes but it is only carried out at the One Year After stage. - For schemes between £10,000 and £1 million, POPE studies are undertaken on an annual cycle, ensuring each scheme has been open for at least one year before it is evaluated. A mini-report is produced for all economy and safety schemes, and also for a sample of environment, accessibility and integration schemes. This mini-report sets out:
- what was proposed;
- the predicted and outturn costs and benefits, and hence calculates the first year rate of return;
- a comparison of the predicted and outturn wider impacts; and,
- whether or not the scheme objectives were met.
Exactly what ‘after’ data is collected for a LNMS study depends on the availability of ‘before’ to compare it to.
Where can I find the results of POPE of LNMS?
The main output of POPE of LNMS is an annual report summarising the results of all the schemes examined thus far and highlighting trends. This allows different scheme types to be compared and to identify if there is any consistent under- or over-prediction of certain types of benefit.
