Question 16/01/07 - Mr. Hayes: To ask the Secretary of State for Transport how many contractors have claimed success fees in bid competitions since the establishment of, 16 Jan 2007 : Column 959W, public private partnerships and private finance initiatives; and at what cost to the public purse. Gillian Merron: The Department for Transport has not paid any success fees to contractors on public private partnership or private finance initiative projects.

Question 18/01/07 - Mr. Hayes: To ask the Secretary of State for Transport what (a) public-private partnerships and (b) private finance initiative contracts have been entered into by his Department; what assets were 18 Jan 2007 : Column 1258W transferred to the private sector as part of each deal; what the value of these assets was; what the total cost is of each contract; and what estimate was made of the cost to his Department of traditional procurement over the life of each contract. [109344]

Gillian Merron: A table with estimated total capital value, estimated total unitary charges payments and the conventional public sector comparator for PFI projects overseen by the Department for Transport that have reached financial close has been placed in the Libraries of the House.

No assets were transferred to the private sector as part of these deals.

PFI capital values typically refer to the cost of constructing project assets. The cost information in the table is an estimate of these costs. They are estimated costs because it is a feature of PFI contracts that responsibility for construction risk is transferred to the contractor. The final cost is the responsibility of the contractor. The construction cost is an element of the unitary charge payment. The total unitary charge is a projection that covers payment for both the construction cost and other costs that arise from delivering the service. These typically include the cost of maintenance, managing the service, operational activities over the duration of the contract. The estimated unitary charge may vary over the duration of a contract as it reflects changes in the indexation of payments, usage related-payments, contract deductions and service changes.

The annual cost of PFI projects varies depending of the service provision, its performance and any index linked payments.

Departments: Private Finance Initiative

Question 24/05/07 - Stewart Hosie: To ask the Secretary of State for Transport what the total value of private finance initiative projects included in his Department's balance sheet (a) is in 2007 and (b) was in each of the last five years, broken down by project. [137788]

Gillian Merron: The HM Treasury signed deals list identifies departmental managed projects that are 'on balance sheet'. This is available at:

3. NRTS reflects the value of work completed to date.
4. Severn Crossing reflects the value of both structures and is based on professional valuations indexed for each year.
5. Dartford Crossing reflects the value of the tunnels and the bridge and is based on professional valuations for each year.
6. These valuations are taken from the Highways Agency published accounts and may differ from those published in the Treasury signed deals list, which are valued at the public sector procuring body's estimate of the capital value of the property the private sector purchases or creates for delivering services under a PFI.

Question - Stewart Hosie: To ask the Secretary of State for Transport what the value was of annual private finance initiative payments made by his Department from (a) capital and (b) revenue budgets in each of the last five years. [137789]

Gillian Merron: The capital value and revenue budget for Department for Transport PFI projects is available and updated at six monthly intervals through the HM Treasury Signed Deals list. The information is published on the Treasury website:

All payments to the contractor will come from the revenue budgets.

Question Stewart Hosie: To ask the Secretary of State for Transport what value of annual private finance initiative payments by his Department was classified as (a) identifiable and (b) non-identifiable in each of the last five years, broken down by project. [137790]

Gillian Merron: All payments made under PFI are identifiable. Prior to a PFI contract being signed the profile of unitary charge payments is agreed between the contractor and the public sector, subject to the operation of the payment mechanism.

Question - Stewart Hosie: To ask the Secretary of State for Transport what value of annual private finance initiative (PFI) payments by his Department was (a) to repay capital and (b) expenditure on other parts of each PFI contract in each of the last five years, broken down by project. [137791]

Gillian Merron: The Department does not retain information on how PFI payments have been used by the contractor to repay capital or for other purposes. This could be obtained only at disproportionate cost. The Highways Agency has undertaken its own estimate of capital repayments on its projects and a table has been placed in the Libraries of the House.

M25

Question 17/09/07 - Mrs. Villiers: To ask the Secretary of State for Transport how much has been spent on the M25 widening project at the most recent date. [155154]

Jim Fitzpatrick [holding answer 12 September 2007]: A total of £57 million has been spent on the M25 widening project up to and including 31 July 2007.

Mrs. Villiers: To ask the Secretary of State for Transport which of the M25 widening projects are (a) on schedule and (b) late. [155157]

Jim Fitzpatrick [holding answer 12 September 2007]: Construction of M25 junction 1b-3 (section 3) started in June 2007 and is currently expected to complete ahead of schedule in summer 2008.

The remaining four sections were included in the Design Build Finance and Operate contract which is on schedule to be awarded at the end of 2008.

The actual dates for the improvements will be determined by the successful contractor and all four sections are expected to complete by 2016 subject to the satisfactory completion of the necessary statutory processes.

M25

Question 01/10/07 Mrs. Villiers: To ask the Secretary of State for Transport what the projected cost is of each of the sections of the project to widen the M25. [155155]
