Programme of Major Schemes

Introduction

Our Programme of Major Schemes (the Programme), formerly the Targeted Programme of Improvements (TPI), consists of around 77 projects costing more than £5 million. These projects are funded either by the government or through public-private partnerships. The Programme is a mix of national road schemes and schemes across six regions: North West, North East & Yorkshire, Midlands, East, South West, and London & South East.

Our Targets

Government has set a target of 23 road schemes in the Programme to open between April 2005 and March 2008 and we are well on track for meeting that target. Most recently, 7 road schemes opened in 2007 and 18 more road schemes are due to open to traffic in 2008.

Project Monitoring and Control

We are moving to a new monitoring and control system for the Programme of Major Schemes with robust performance management arrangements. The new system will embody a revised process for approvals of scheme projects through four stages:

  • Scheme Options - delivery of a scheme proposal through investigations of different options, effective public consultations and Ministerially approved preferred route announcement.
  • Scheme Development - preparation of detailed design, publication of the detailed scheme, public inquiry process, approvals of contractor and financial authorisations for an agreed target cost.
  • Construction - Ministerial approval to construct the road scheme.
  • Operations - road opens to traffic and post project review (of the project itself as well as the impact on traffic).

As well as working to provide safer roads and reliable journeys, we are committed to ensuring that our customers' needs are at the heart of the work we do. We engage with customers throughout the lifecycle of our projects to get their feedback and we act on what customers say. During major roadworks we limit any delays or disruption to drivers.  To enable customers to make choices before and during their journey, we provide helpful information. We clear up any incidents that might occur as quickly as possible and assist drivers with vehicle breakdowns. Sustainability is important to us, so we design schemes that minimise environmental impacts and protect our cultural and environmental heritage.
