The Motorways and Major Trunk Roads Programme
Introduction
The Motorways and Major Trunk Roads Programme, consists of around 50 projects costing more than £10 million. These projects are funded either by the government or through public-private partnerships.
The Government announced it's national programme in January 2009 by pledging up to £6 billion to improve the national road network in England until 2015. Included within the national programme are Managed Motorways schemes, which make better use of the existing network through the use of the hard shoulder. We are planning on making a start on two Managed Motorway schemes in financial year 2009/10 and a further 5 schemes between 2010/11 and 2011/12.
The regional programme is currently being reviewed and an announcement is expected in Summer 2009.
Our Targets
The Government set a target to open 23 major schemes in the programme between April 2005 and March 2008 and we have exceeded this target by completing 28 major road schemes.
Last year (April 2008 to March 2009) we opened 16 major schemes to traffic, one more than predicted in last year's Business Plan.
In our latest Business Plan (2009/10), we are predicting to open 2 major schemes.
Project Monitoring and Control
On 1st April 2008 we launched the Project Control Framework in our Major Projects Directorate. The Framework sets out how we, together with the Department for Transport, manage and deliver major improvement projects. It is designed to ensure that we deliver road projects which meet our customers' aspirations in a cost efficient and timely manner.
The framework includes a project lifecycle which breaks down the development and delivery of a major project into 3 phases and 7 stages.

Putting Customers First
As well as working to provide safer roads and reliable journeys, we are committed to ensuring that our customers' needs are at the heart of the work we do. We engage with customers throughout the lifecycle of our projects to get their feedback and we act on what customers say. During major roadworks we limit any delays or disruption to drivers. To enable customers to make choices before and during their journey, we provide helpful information. We clear up any incidents that might occur as quickly as possible and assist drivers with vehicle breakdowns. Sustainability is important to us, so we design schemes that minimise environmental impacts and protect our cultural and environmental heritage.
