Public Private Partnerships

The use of the Private Finance Initiative (PFI) for road procurement has delivered contracts representing real value for money. The success of the Highways Agency's Design, Build, Finance and Operate (DBFO) roads programme means that the public will receive the required level of service on DBFO roads (construction and maintenance), at lower cost.

The first eight contracts have beaten the public sector comparator by an average value of 15%, and these savings show that private sector efficiencies and the adoption of whole-life costing techniques are consistent with those predicted.

This is highlighted in the National Audit Office (NAO) report of 1998 called" The Private Finance Initiative: The First Four Design, Build, Finance and Operate Roads Contracts".
