Lighting & Marking Code of Practice Consultation

Introduction

This consultation is aimed at improving road safety by developing and agreeing on the code of practice for the lighting and marking of self escorts and abnormal loads. It gives an opportunity to present the background on work already done and to decide on specifics regarding abnormal load lighting and marking and steer future change to the code of practice.

The consultation is aimed at Abnormal Load Hauliers, Self Escort Companies, Road Safety Groups, Police and the general public.

The consultation comprises 3 separate documents: these relate to Self Escorting Vehicles; Special Order and VR1 Loads; and STGO and C&U Loads.

Each document has a separate Annex B: Response Form which can be opened by clicking on the link in the respective contents section.

The consultation commences on 11 October 2010 and will last for 12 weeks ending on 31 December 2010.

How to respond

Please send your consultation response using the Annex B: Response Forms to the address or email address below.

When responding please state whether you are responding as an individual or representing the views of an organisation. If responding on behalf of a larger organisation please make it clear who the organisation represents, and where applicable, how the views of members were assembled.

What happens next

Once the consultation is complete a summary of responses will be published on the Highways Agency's website. The Highways Agency will then take the outcomes of the consultation and draft a code of practice document. This will be agreed with and endorsed by the key stakeholder organisations in industry, the police and central government.

Where changes to legislation are required all efforts will be made to complete these in time for the publication of the code of practice. However, legislative changes will not unduly delay the publication and where required will appear in subsequent versions.

Subject to the results of the consultation, we envisage that the publication will be available the first half of 2011.
