Private Finance in Highways Maintenance (PFMAC)

As part of our strategy for the effective delivery of the 10 Year Plan commitments, we are now exploring ways of evolving the area-based Managing Agent Contractor model and to seek added value through the introduction of private finance. The concept of the Private Finance Managing Agent Contractor (PFMAC) model was raised in our earlier consultation document, "Paving the Way (1999)", and as a result the Agency carried out further consultations this year with the document entitled "Private Finance in Highways Maintenance (2003)".
