Route Outcomes

"Route Outcomes set out what the HA will seek to obtain from the Route over the 10 year period of the RMS. They should contribute to Policy Objectives, improve the performance of Route Functions, support the Land Use Development Control Statement and address Route Problemsand Issues."

Route Outcomes (RO) have been developed from our understanding of the Route, its Functions, Policy Objectives, Performance, and Problems and Issues. Information and feedback received during stakeholder consultation meetings and Seminars have also been taken into account in developing the Outcomes. The Outcomes have been divided into Route Outcomes that can be applied to the whole of the route, and Location Specific Outcomes (LSO) that are more specific to a particular location such as a small section of the route or a motorway junction.

For the purpose of this report, both the Route Outcomes and Location Specific Outcomes have been sub-categorised into the five Government Policy Objectives for Transport.

In order to maximise the benefits to be gained from the delivery of Route Outcomes and to target the problems and issues along the route that have the greatest need to be addressed, the Outcomes have been grouped into three categories of priority - Low, Medium, and High - based on the severity of the problem.

A large number of Outcomes have been developed that address the problems that the Route currently experiences. In order to have a more focused approach to the Strategy for the M60, a series of statements have also been developed that summarise the Outcomes.

The following 'strategy statements' are numbered for convenience, and are not intended to indicate any order of priority:

  1. Less traffic noise, better air quality, less vibration, and improved landscape quality. (Environmental Constraints Plans showing the extent of Air Quality Management Areas are provided in Appendix 6)
  2. More predictable journey times (particularly for journeys using the M62 Trans-Pennine Motorway, and for journeys accessing Manchester International Airport).
  3. Reduced traffic congestion.
  4. Encouraging people to car share and use public transport.
  5. Improved information on road and traffic conditions, improved road markings and signs.
  6. Better access for emergency services to accidents and broken down vehicles.
  7. Fewer accidents.
  8. Support for sustainable development and regeneration in a way that avoids introducing further traffic congestion (See Land Use & Development Control Statement).
  9. Better footways on A663, and improved crossing facilities for pedestrians and cyclists, and horse riders where appropriate.
  10. Signing and other measures to discourage the use of the A663 as a shortcut between the M60 and M62 motorways.

Other Studies

This Route Management Strategy recognises the work being done to improve the performance of the Route between Junctions 18 and 12 of the M60. It also takes into consideration the ongoing work affecting the M60 in the Salford and Trafford areas (J12 - J6) as well as proposals being developed from the South East Manchester Multi Modal Study (SEMMMS). With regard to these ongoing initiatives, Route Outcomes have been prepared that will look at developing short term, quick win solutions that will complement the long-term nature of the proposals being developed by other studies.
