A5/A483 Route Management Plan

1. Introduction

Work on a Route Management Strategy (RMS) for the A5/A483 south of Chester to Preston Boats Roundabout at Shrewsbury by Babtie Group on behalf of the Highways Agency, started in September 2002. The RMS was developed at the same time as RMS work on the A458 Welshpool to Shrewsbury and the A483 Welshpool to Oswestry. The Draft Final Report A5/A483 RMS was published by Jacobs Babtie in December 2004. A map of the A5 south of the Wales border at Chirk is in Appendix A of this document. Although the A483 Section of the route is included in the RMS, it is in Wales and outside Area 9. In addition the A5, from the Welsh border to its junction with the A483 is also outside Area 9, therefore neither will be covered by this Route Management Plan.

The RMS provides the framework for managing the A5/A483, and is encapsulated in a series of Route Outcomes. These are shown in full in Appendix B and summarised in Section 3 of this document. A Route Management Plan (RMP) is required to identify a programme of schemes to deliver the Route Outcomes developed in the RMS. This programme should take into account the priorities identified in the RMS, the perceived needs and issues along the routes, the benefits that can be achieved by the individual improvements and the potential impact of proposed developments. This RMP is concerned only with schemes on the A5 within England.

AmeyMouchel has developed a programme of studies to investigate priorities in delivering the RMS Route Outcomes, within England. The studies assist in the identification of future schemes taking account of priorities set in the RMS and the Highways Agency's Programme Objectives Guide. The programme will be subject to amendment as Highways Agency Objectives develop and changes to circumstances arise on the A5. The programmes shown in Appendix E to this plan are a result of the studies already carried out on the Route. They are supplemented by privately financed schemes included in Appendix F.
