The Project Control Framework
On 1st April 2008 we launched the Project Control Framework. The Framework sets out how we, together with the Department for Transport, manage and deliver major improvement projects.

Queenborough – Isle of Sheppey Permanent Road Layout
As part of the A249 Iwade Bypass to Queenborough Improvement Scheme, a new traffic light controlled junction is being constructed in the area around the old Lady Hamilton Junction at Queenborough. We started work to the junction in March 2005 and aim to complete the work at the end of May.
The new junction is in fact 3 junctions connecting the existing A249 and the new dual carriageway and will provide access to Queenborough, Halfway and Sheerness, allowing traffic to travel easily between the new A249 dual carriageway and the local road network.
There will be 3 sets of traffic signals at the junction, as shown on the plan:
- At the junction of the new A249 dual carriageway and the A250 Queenborough Road.
- At the junction of the new A249 dual carriageway and the B2007 Main Road.
- At the junction of the B2007 Main Road and the A250 Queenborough Road.
The new junction will also provide pedestrians and cyclists with dedicated footpaths and cycle-ways delivering a safe route around the A249, the B2007 Main Road and the A250 Queenborough Road. Signal controlled Toucan crossings will provide safe crossing points on the roads for pedestrians and cyclists and street lighting will be provided throughout the junction.
Changes to vehicles turning
So that the whole junction works more efficiently and safely, three vehicle turning movements will be prohibited at the junction marked 2 on the plan:
- Traffic travelling north towards Sheerness on the new A249 dual carriageway will NOT be permitted to turn right onto the stretch of road to the north of the Lady Hamilton Public House.
- Traffic travelling south towards Maidstone will NOT be permitted to turn right onto the B2007 Main Road.
- Traffic on the stretch of road to the north of the Lady Hamilton Public House travelling west in the direction of the B2007 Main Road will NOT be permitted to turn left onto the new A249 southbound dual carriageway.
Motorists wishing to make these turning movements will be able to do so by using junctions 1 and 3. Comprehensive traffic signs and road markings (white lines) will be provided throughout the new junctions. The diagram below shows how the junction will look and work.

How has the junction been constructed?
We began work at the junction in March 2005, carrying this out in a series of phases. Each phase has included a temporary road layout for traffic fl ow, enabling areas of the old junction to be included into the working area and become part of the construction site. This has meant that the work has been carried out safely, away from live traffic and with minimum impact on traffic flow on the existing A249, ensuring the safety of road users and road workers.
What precautions should I take?
The change in road layout means drivers will encounter a range of new road conditions on their journey. High visibility and directional signs will be used to let drivers know what to expect and which direction to travel to their destination. Drivers should be alert to signs stating the speed restriction that applies on the road, and keep within the signed speed limits.
