The Project Control Framework
On 1st April 2008 we launched the Project Control Framework. The Framework sets out how we, together with the Department for Transport, manage and deliver major improvement projects.

Project Background
Widening of the M25 is one of the recommendations of the Orbit Multi Modal Study which reported in November 2002. The study was tasked with addressing the problems of the M25 motorway and the orbital transport corridor around London. The study involved widespread public consultation and looked at the current problems and potential solutions to them.
The report recommended that most of the dual 3 lane sections of the M25 should generally be widened to dual 4 lanes.
The other sections to be widened are:
- M25 Jct 5 to 7 (M26 - M23/Redhill) - 17 km
- M25 Jct 27 to 30 (M11 - Dartford) - 23 km
- M25 Jct 23 to 27 (A1 (M) - M11) - 27 km
- M25 Jct 1b to 3 (Dartford - M20) - 5 km
On 23rd August 2007 we published an Environmental Statement for these improvement works. The Environmental Statement described the proposed improvement works, their main effects on the environment and the measures developed to reduce adverse environmental effects. Its purpose was to ensure that all those consulted, including the public, understand the proposals and were given an opportunity to comment on them.

The full Environmental Statement was too large to be placed on the website but is available on CD by request.
Any person wishing to express an opinion on the Environmental Statement had the opportunity to do so between 23rd August and 15th November 2007. The comment period has now closed and all comments were presented in a report to the Secretary of State in early February 2008.
The Secretary of State has considered all comments received, together with the Environmental Statement, and made a decision that the scheme should go ahead to the construction stage. Public notice of the decision was made on 27th May 2008. A copy of the notice and decision letter are available on the Publications page.
