Key issues
This is a complex project and the Highways Agency considered all the issues prior to recommending the preferred option. In previous discussions with our customers, the following have been identified as key issues:
1. Impacts upon local properties at Leicester Forest East and Thorpe Astley
We are considering the concerns of local residents very carefully before deciding upon the option to recommend.
We recognise that noise, air quality and visual intrusion are key issues when local residents and businesses consider our options.
As part of this project, a new link road connecting the M1 with the M69 is proposed. This requires a new bridge to be built to take southbound M1 traffic over the motorway to connect to the M69. The link road may affect properties in this area, however, we are working hard to ensure that the design provides minimal impact on properties in Leicester Forest East and Thorpe Astley. Any further issues identified will be assessed in detail and measures will be taken to minimise any impact during the detailed design stage.

2. Lubbesthorpe Medieval Scheduled Monument
Lubbesthorpe is a buried medieval village situated north-west of Junction 21. It has been designated as a Scheduled Monument (SM) and is protected from development by law. The monument is valued nationally and is an important example of medieval life.
In Central England, villages were the most distinctive aspect of medieval life. Their archaeological remains are one of the most important sources of understanding rural life following the Norman Conquest.
The area has remained substantially undisturbed since the abandonment of the settlement. The features present both above and below ground are well preserved. The monument, therefore, is a site of national archaeological importance and provides an important educational resource for current and future generations.
The Highways Agency is working to ensure there is minimal impact upon the monument.

3. Leicester Forest East Motorway Service Area
The motorway services at Leicester Forest East provide road users with a rest area for long journeys and also jobs for local people.
New options for the M69 link road currently being considered would require the removal of the Leicester Forest Motorway Service Area. We are aware that this would have a significant local impact and would remove a valuable rest facility for our customers both on business and pleasure. If an option that removes the Motorway Service Area is taken forward, it may be necessary to consider the possibility of finding an alternative site.

4. Hinckley Road Bridge
The Hinckley Road (A47) Bridge would need to be replaced for options 1, 2, 3, 5 and 6. There are a number of ways to do this, however, we recognise that closing the A47 during construction of the new bridge would not be acceptable.
To maintain traffic movement on the A47, it will be necessary to construct the new bridge in stages. This construction will have a temporary impact on some properties closest to the bridge and the Highways Agency is working to keep this impact to an absolute minimum. Once the bridge is replaced, the route will revert to its original layout (more information about this issue will be available at the public exhibitions).
