What would happen if we do nothing?

The carriageway structure is showing signs of failure due to cracking and fretting of the surfacing materials. If we did nothing the carriageway would show increasing signs of failure from potholes and surface deformation. In turn this would mean more visits to repair the carriageway and more disruption to the road user.
