The Project Control Framework
This framework sets out how we, together with the Department for Transport, manage and deliver major road improvement projects.
Rural Section M1 Junction 24 to Clifton
Existing situation
The 10km-long section between M1 J24 and the Crusader Roundabout on the approach to Clifton is a single 2-lane carriageway with a 60mph
speed limit . This part of the route generally sits in an open arable landscape with long-distance views to and from the road.
The existing annual average daily two-way traffic fl ow on this section is about 23,000 vehicles, of which 19% are HGVs. This is high for this standard of road.
Between 2001 and 2005 there were 109 traffic incidents resulting in 42 serious personal injuries including 5 fatalities, which is similar to the national average.
Current proposals
The new layout would be a dual 2-lane carriageway road with a 70mph speed limit.
We would build a second carriageway mainly on the south side of the existing road. We would extend the existing bridges over the A453 at Long Lane and Thrumpton and build new bridges alongside existing structures to carry the new southbound carriageway. We would provide a new split-level junction at Ratcliffe on Soar (Parkway) to facilitate access to the proposed Parkway Station, improve the West Leake Junction and provide a new roundabout near Mill Hill on the edge of Clifton.
Between Barton in Fabis (Manor Road Junction) and the edge of Clifton, the new A453 dual carriageway would be off line to the south of the existing road. The existing A453 would become the new local road connecting West Leake Junction to the west with the Mill Hill Roundabout to the east and would provide better accessibility for local residents, farmers, walkers, cyclists and horse riders. The new Mill Hill Roundabout would be sited to the west of the Nottingham City / Nottinghamshire County Council boundary, and would provide a connection to the existing A453, Fox Covert Lane and Clifton Lane via a new link road. This road could also provide a link to the proposed Nottingham Express Transit (NET) 'Park and Ride' scheme.
We would provide a new facility for walkers and cyclists from Long Lane to the West Leake Junction. Between West Leake Junction and Mill Hill Roundabout on the edge of Clifton, nonmotorised users would join Barton Lane and then continue along the existing A453. From Mill Hill to the Crusader Roundabout non-motorised users would use a combination of new and existing routes.
