The Project Control Framework

This framework sets out how we, together with the Department for Transport, manage and deliver major road improvement projects.

2007 Proposals

Urban Section Through Clifton

Existing situation

The 1.5 km-long section between the edge of Clifton and Farnborough Road/Fabis Drive is a single 2-lane carriageway with a 40mph speed limit. This part of the route runs close to residential properties, Nottingham Trent University (NTU) and open space.

The existing annual average daily two-way traffic fl ow on this section is about 30,000 vehicles, of which 12% are HGVs.

Between 2001 and 2005 there were 56 recorded traffic incidents resulting in 9 serious personal injuries, which is above the national average. These add to delays and divert traffic onto unsuitable minor roads.

Current proposals

The widening would generally follow the line and level of the existing road.

We would provide road lighting throughout the urban section and extend the existing 40mph speed limit to Mill Hill Roundabout.

We would improve Green Lane Junction to the south to avoid adversely affecting the Village Green to the north.

With the exception of Mill Hill Roundabout, we would signalise all the main junctions on the urban section. We would also provide signal controlled crossings for pedestrians and cyclists and bus laybys and bus stops in suitable locations. We would extend the existing provision for cyclists and pedestrians on the north side from Green Lane to the Farnborough Road Roundabout. To make the road safer, all nonsignalised right-turn manoeuvres through the urban section would be prohibited.

Extending the Single Four Lane Carriageway to Mill Hill

Benefits and Impacts
  • The new roundabout at Mill Hill would provide a convenient point to reduce the speed limit
    from 70mph to 40mph
  • The extension of the 40mph speed limit would reduce noise for properties at the edge of Clifton
  • We would need to acquire less land
  • We would not remove existing earth mounds and trees between Mill Hill Roundabout and
    the Crusader Roundabout.
  • Would reduce the number of utility diversions (for example, gas and water pipes)
  • Would make better use of existing facilities for pedestrians and cyclists
  • Would be more difficult to construct
  • Would have slightly less traffic capacity than a dual carriageway
