Air Quality
Existing Air
There are a total of eight Air Quality Management Areas (AQMAs) listed within the study area for the Scheme. Monitoring has taken place to establish a baseline of the existing air quality conditions.
Monitoring has been undertaken using a large diffusion tube network. This includes monitoring in other AQMAs along the Scheme route in South Buckinghamshire District Council, Three Rivers District Council, St Albans City and District Council and Hertsmere Borough Council.
Continuous monitoring data has also been used in the assessment where available from local authority and Highways Agency sources.

Proposed Air
The Scheme is being promoted because it will alleviate congestion. Reduced congestion results in smoother traffic flow, which together with the introduction of more efficient engines means reduced emissions from vehicles that counteract the effects of increased traffic on the motorway.
Changes in traffic flows and speeds do not result in any exceedances of relevant air quality standards in the opening year of the scheme. This includes the key road traffic related pollutants nitrogen dioxide and particulate matter less than 10 µm.
Pollution concentrations are likely to decrease in later years following the opening of the Scheme despite an increase in traffic growth - general improvement in vehicle emissions as new vehicles replace older vehicles on the roads and widespread use of cars fitted with catalytic converters.
During construction there will be appropriate mitigation measures for dust effects as detailed in the London Best Practice Guide - The Control of Dust Emissions from Construction and Demolition 2006. Additional HGV movements, during the construction, period does not result in an exceedance of the NO2 annual average EU Limited Value along the Scheme. There is not expected to be any significant re-routing of traffic during the construction period, however, where this may occur this has also been assessed and predictions suggest small temporary changes in pollutant concentrations.
