The Project
The Highways Agency is installing new lighting columns and a new kerbed concrete barrier in the central reserve from east of the Broadmarsh Junction to the west of the Warblington/Emsworth Junction, this £5m project has considerable safety and environmental benefits.
Work began in early November 2007 and was scheduled to be completed by late March 2008. Unfortunately completion has been delayed by approximately six weeks, work is now due to be completed in mid May. The extension of the completion date is due to unforeseen additional works.
When work began on site it was noted that other minor works would soon need to be carried out. For example when excavation work began on the Langstone Bridge for the installation of the concrete barrier it was found that the waterproofing on the bridge required replacing.
It was therefore decided to include other minor works such as these to avoid causing further disruption to residents and road users in the near future, unfortunately these works have taken longer than expected. Regrettably there has also been a shortage of lighting columns and some of the lighting columns that were delivered had been damaged in transit and therefore had to be replaced.
The following works still need to be completed:
- Installation of the remaining central reserve lighting columns,
- The installation and testing of electrical connections in the columns.
- Reinstatement of cats eyes and white lines,
- Removal of a section of verge safety fence on Langstone Bridge, and installation of new fence.

The narrow lanes, 40mph speed limit and speed cameras have been removed, and the remaining works will be undertaken overnight. During these times there may be a single lane closure or narrow lanes in either or both directions with no speed restriction.
