Air Quality

Existing Air

There are a total of nine Air Quality Management Areas (AQMAs) listed within the study area for the Scheme.  Monitoring has taken place to establish a baseline of the existing air quality conditions.

Monitoring has been undertaken using a large diffusion tube network.  This includes monitoring in other AQMAs along the Scheme route in Brentwood Borough Council, London Borough of Havering and Thurrock District Council.

Continuous monitoring data has also been used in the assessment where available from local authority and Highways Agency sources.

Air Proposed

The Scheme is being promoted because it will alleviate congestion.  Reduced congestion results in smoother traffic flow, which together with the introduction of more efficient engines means reduced emissions from vehicles that counteract the effects of increased traffic on the motorway.

Changes in traffic flows and speeds do not result in any exceedences of relevant air quality standards in the opening year of the scheme.  This includes the key road traffic related pollutants nitrogen dioxide (NO2) and particulate matter less than 10 µm (PM10).

The concentration of all pollutants is predicted to be lower in the opening year than at present.  This decrease is due, in part, to the predicted decrease in total vehicle emissions with time. An overall deterioration in air quality with respect to NO2 and PM10 is predicted as a result of the Scheme.  The deterioration is due to an increase in traffic emissions resulting from the predicted increase in traffic speeds and volumes along the M25.

Potential temporary air quality impacts through dust generating activities will be controlled to ensure that construction dust does not cause a nuisance to neighbouring properties.
