The Project Control Framework

Progress So Far
The Highways Agency, in conjunction with the Government Office for the East Midlands commenced a Road Based Study designed to improve conditions at the M1 Junction 19 taking full account of safety, development and environmental considerations.
Liaison with the London to South Midlands Multi-Modal Study also took place as Junction 19 is within its study area, to ensure that the emerging strategies were compatible.
In December 2000, Halcrow Group was appointed to carry out the Study, to consider the present and future traffic demands at the Junction and make recommendations for improving the Junction.
Consultations were also held with a Wider Reference Group and with the local community in March, July and October 2001 to discuss existing problems and ways of improving the Junction.
Two options for the junction improvement were presented at the Public Consultations in July 2002, along with proposals for an interim improvement, which would provide limited movements at the Junction.
On 2nd 3rd & 4th July 2002, a Public Exhibition was held at Rugby and Swinford to explain the options for the scheme improvement for M1Junction19. Views from the public were sought about the proposed options for improvement of the M1 J19.
After careful consideration the Preferred Route was announced and entered the government's Targeted Programme of Improvements (TPI) - now known as the Programme of Major Schemes - on 5th February 2003.
A Public Information Exhibition was held on 25th& 26th June 2004 at Swinford to explain how an alternative local route has been chosen to replace the existing connection between Swinford and Catthorpe through J19, and to gather the views of all the villages that might be affected by the Improvement.
In March 2005 a Contract was awarded to Skanska/Jacobs for the planning, design, management and construction of the scheme through the Statutory Procedures to completion of construction.
A review of the scope of the Prefered Route subsequently commenced in July 2006 to identify potential cost savings and to examine the potential for reducing any environmental impact.
Following the review a number of options were identified that had advantages over the previous proposed improvement. A further public consultation on these options was held between June and September 2008.
Feedback from the public consultation was considered and assessed and a recommendation was made to the Minister of State for Transport.
On 19 February 2009, the preferred route of the Red Junction and Orange Local Road Network was announced by the Minister of State.
