The Project
The Highways Agency is carrying out a major maintenance scheme on the M3, between Junction 4 and 3 which started in February 2009, and is scheduled to be completed by late March 2010.
These works are essential as they are to replace the drainage systems on this section of the M3, which will improve the dispersal of water from the carriageway and make journeys more safe and reliable. The work will take place between the Maultway Bridge (B3015) and Junction 3 (A322).
The contract period for Phase 2 of the drainage improvement scheme between junctions 4 and 3 of the M3 has now been extended beyond the originally planned completion date of mid-August. This is due to changes in the design, involving realignment of the drainage adjacent to junction 3, and a change in ground conditions.
During this extended contract period, we are taking the opportunity to construct an additional lane at the northbound diverge for the M3 at junction 3. Associated works will include the construction of two retaining walls, earthworks drainage, safety barrier installation, surfacing and white lining. Works are scheduled to be completed by late March 2009.
This additional work will make use of the existing traffic management layout for the current Phase 2 drainage improvement scheme.
The improvements to the northbound diverge should help to reduce congestion at this location, making journeys safer and more reliable for road users. The need to undertake further improvements at this location in the future will also be reduced.
Traffic Management

Narrow lanes on the northbound carriageway will be in place from Monday 30 November until late March. Any lane closures will be undertaken at night. A 50 mph speed limit will be enforced throughout the site, for the duration of the works.
When planning road projects, we ensure work is programmed to cause the least amount of disruption to local residents and the travelling public. To complete this scheme within the shortest possible time it will be necessary for 24 hour traffic management to be in place. Any overnight works will be undertaken in a manner to keep disturbance to a minimum.
Further updates will be made as and when there are significant changes to the traffic management.
