The Project
Following the Chancellor's Autumn statement on the 29 November (http://cdn.hm-treasury.gov.uk/autumn_statement.pdf), the A14 Kettering Bypass is one of six schemes previously announced for delivery in future spending review periods that will now be able to start works in the next three years, subject to the completion of statutory processes. We are working up a detailed programme for the schemes to identify the most efficient start of work dates.
The A14 is an important road that connects the M1 and M6 motorways in the Midlands with the A1, the M11 and the east coast ports near Felixstowe. Because of its links with the port it is part of the Trans-European Network. The section around Kettering suffers from congestion and poor journey times daily.
We aim to enhance the A14 between Junctions 7 and 9 to create smoother and more reliable journeys, contribute to the region's economy and to allow for the increased demand in the area that will occur as a result of the Government's Growth Agenda to develop 52,000 homes in the area. We propose to provide an extra lane in each direction from immediately east of Junction 7 (A43) to immediately west of Junction 9 (A509). The scheme would be constructed within the highway boundary and is not expected to require any more land or statutory orders.
The Highways Agency has worked closely with key local stakeholders including the North Northamptonshire Joint Planning unit, North Northamptonshire Development Company, Northamptonshire County Council and Kettering Borough Council to bring forward these proposals.
The main objectives of the scheme are to:
- Relieve congestion.
- Improve journey time reliability.
- Improve safety by reducing driver stress.
- Protect the built and natural environment by mitigating any adverse impacts of the scheme.
- Support sustainable economic growth, and deliver the improvements in a manner which supports the government's transport policy and objectives whilst meeting the Department for Transport's value for money criteria.
